The Initiative

Development of professional municipal leaders – senior professionals, mid-level professionals, and a cadre of young professionals to lead local government, in order to ensure the quality of the implementation process for the National Plan for the Development of the Negev, including regional cooperation and the building of a “Negev Leadership Network” at all professional levels which will allow for the creation of a region with unique leadership qualities - part of building a “different” community

The Need
  • The Implementation of the National Plan for the Development of the Negev requires high professional standards from the Local leadership. In order to ensure the quality of implementation and the establishment of regional cooperation, there is a need to strengthen the professional management in the local authorities.
  • Those chosen by the electorate do not receive training for their positions; nor does all of the senior professional leadership, have enough management training.
  • The National Plan stresses the need for building a system of active cooperation and networking in the Negev in a manner that will allow for the development of cooperative projects, professional solidarity, and systemic thinking for the Negev.
  • In parallel, there is need to work towards the development of a cadre of young management professionals, who have innovative approaches, and who will integrate into the future leadership.

The Goals
  • Development of the professional ability of the various levels of professional leadership in the Negev (senior and mid-level) in a manner which will ensure the best possible quality of implementation of the National Plan.
  • Building of new municipal culture, unique and inclusive, with high standards.

Expected Outcomes
  • Increased cooperation between the municipal and rural sectors and between the various communities themselves, and a decrease in the tension between them.
  •  Uniform leadership discourse between Jewish and Bedouin communities and the creation of a Negev with joint social responsibility and a united community makeup.
  • Development of professional leadership in the local authorities which will lead to intelligent and quality implementation of the National Plan and a culture of quality government.
  • A cadre of young professionals from the Negev who will form the core of future professional leadership in the Negev.

Highlights of the Initiative
  • A professional training process for management echelons in local and regional authorities to provide management tools, while initiating, devising and implementing joint projects and creating a network of contacts and interests for local and regional authorities in the Negev sharing similar issues/interests and within close geographic proximity to each other, etc.
  •  Creating a "meeting square" of various management echelons via training programs and projects by focusing efforts, holding joint discussions and establishing collaborations among settlements.
  • One of the sources for financing these projects will be the venture capital fund initiative that is part of Israel's National Plan.

Heads of Local and Regional Authorities

  • Target Group – Heads of local and regional authorities in the Negev.
  • Format – 10 days of workshops, training sessions and professional conferences for heads of local and regional authorities during the year as part of a multi-annual program. The workshops will cover various fields of knowledge and provide management and professional tools from the municipal field. The program will be developed and managed by the Mandel Leadership Institute and MAFAM- the municipal training mechanism of the Ministry of the Interior, after mapping out the needs in the field.
  • Main Goal – To deal with key management fields, including the implementation of Israel's National Plan while creating a joint forum of heads of local and regional authorities for promoting joint initiatives and projects (e.g. the development of Highway No. 31).

Senior Professional Leadership

  • Target Group – Department managers and senior staff from all Negev local and regional authorities. There are about one hundred candidates whose enrollment is subject to a preliminary screening process. Terms of admission will be a BA degree at least.
  • Format – Studies in the field of municipal management (possibility for a diploma), led by the Mandel Leadership Institute in cooperation with Ben-Gurion University and Sapir College. Studies will be held for two years, including a scholarship option. The first year will impart training and professional tools and the second year will focus on consolidating and promoting joint local and regional projects. Within this framework, heads of the local and regional authorities will participate in joint activity days. The process will be guided by mentors.
  • Main Goal – To form a network of senior professional leadership in the Negev, consisting of individuals who share a common language within each settlement and in forming regional or professional collaborations.
