The Organization
"Daroma"
Daroma, the company for the development of the Negev, was established in 2004 as a non-profit organization with the goal of advancing and developing the Negev. Activities of the company are supported by private philanthropists and through a strategic partnership with the Jewish Agency for Israel

The Vision

  • The development, advancement and the strengthening of the Negev, and the positioning of the Negev at the center of the map of national interests.
  • Changing the Negev to a region which attracts residents, by improving the quality of life including the development of a quality community which is active and contributory.

The Task

In March 2005, Daroma received a mandate from the government of Israel to prepare a ten year strategic national plan for the development of the Negev. The plan was developed over a six month period in a process led by Daroma, with the assistance of internationally known McKinsey & Company and in cooperation with many authorities from government ministries and the Authority for the Development of the Negev, through representatives of local authorities and the Bedouin sector, to organizations with a deep attachment to the Negev such as : Ben Gurion University, the Jewish Agency for Israel, the Jewish National Fund, non-profits, foundations and other bodies.

The Government Decision

On the 20th of November 2005, the Government of Israel (decision #4415) approved the principles of the plan, the framework, and the areas of activity, and budgeted the implementation of the plan over the next 10 years at a sum of over 17 billion NIS. ( The full program can be found on the website of the Prime Minister’s Office: http://www.pmo.gov.il/PMO/Archive/Decisions/2005/11/des4415.htm)

What now???

Daroma continues to accompany the national strategic plan, and is particularly active in the following spheres:

  • Complete additional complementary planning for additional regions.
  • Provide detailed planning for initiatives that are part of the strategic plan at the different development levels.
  • Launch initiatives and projects which generate change as part of the overall plan and in order to advance the implementation of the plan in its entirety.
  • Assist in the establishment of an implementation mechanism for the program, and accompany this mechanism as it fulfils its role in the future.
  • Assist the government mainly the Vice Prime Minister's office in the operative translation of the strategic plan to a multi-year plan in the framework of government ministries.
  • Raise funds in addition to government monies from local and foreign philanthropists and the private sector.
  • Continue to lead the educational project for the advancement of excellence in the Bedouin sector.
